Central Management Services (CMS), ask any state worker about this state agency and you will certainly get a reaction, most likely BAD and possibly including some four letter words. CMS is overdue for some serious house cleaning and I'm here to provide recommendations and volunteer for the job!!

My Recommendations for taxpayer savings and real reform!

Running an agency successfully takes team work, reliance on good people, desire for authentic public service, integrity, honor and of course the guts to tell the political operatives to buzz off. In addition here are some other steps I would begin immediately!!!

  • Assume control and orchestrate aggressive change. i.e. all kingdoms within the agency should be toppled.
  • Stop the travel and lodging, if people work in Springfield but live elsewhere travel and lodging should be on their dime not the citizen.
  • Removal of Director, Deputy Directors and other tainted staff from state service ASAP using the quickest possible timetable allowed for termination.
  • Communicate and meet with the staff of each bureau at their work locations. Partnership with state employees is key to success as apposed to the past attitude of treating them as expendable drones.
  • Identify the hard working state employees who really keep the place going
  • Name acting replacements for open positions from those identified as hard workers.
  • Removal of other dead weight from leadership positions.
  • Take firm control of ALL enterprise web sites currently controlled by BCCS
  • Take firm control of ALL teams who enable communications such as graphics, photography, radio and the web including the BCCS web team
  • Halt all development and spending related to a Microsoft SharePoint replacement of the main state web site.
  • Move now to develop a proof of concept using the DHS web content management solution for the main state web site
  • Develop a plan for enterprise web governance
  • Halt all payment related to TSP contract workers for state template concepts or any other effort in which work product has not strictly adhered to all applicable, laws, regulations and standards. (No more paying for sub standard work!)
  • Stop ALL project development in order to evaluate and prioritize
  • Conduct analysis of all IT projects to determine viability
  • Conduct analysis of all agency initiatives to determine viability
  • Halt all new development and/or additional spending related to solutions determined under the Blagojevich administration including IBM Content Management Solutions, SharePoint, Symphony EMS11 and Remedy.
  • Maintain systems at current production version and at as minimal a cost as possible while conducting evaluations of each.
  • Research past solutions from web sites to applications, processes, partnerships, etc. to determine if they would be better value solutions given that the Blagojevich administration changed and or shutdown efforts for unknown reasons.
  • Develop goals, strategies and roadmaps for each bureau and the agency overall.
  • Launch aggressive investigations into the appropriate, negligent or even criminal use of technology funds.
  • Work in partnership with auditors
  • Use Common Sense

I could go on and certainly great effort by quality staff working as a team will be required but the point is that many dramatic actions need to be taken quickly to minimize the waste that continues to this very day.
